Apparently it was called 'Soldiers of Fortune' on US Consoles (not to be confused with the FPS Soldier of Fortune) and I think they removed some if not all of the steampunk flavour, maybe the navvy charcter too...

Okay ... this one could either be really hard (because the game didn't sell many copies and isn't very well known as far as I can tell), or really easy (because for the people who did play it, it's possibly quite memorable). People who have never ever heard of the game might be in for a genuine "WTF" moment. ;)
