So I remembered correctly. I was thinking about saying Rise of Nations but wasn't quite sure, seemed familiar. I played like 4 hours of it about 8 or 10 years ago before a bug in the campaign made me stop playing it. :P Never came back to it. Still have the box on my shelf.

I only played the demo for Rise of Legends, but I remember it had some innovative mechanics. I would definitely buy it if it came to GOG.

I am pretty sure it should be from Daedalic's "A New Beginning".
I do remember that I had to assemble this antenna in order to get in touch with the other time travelling teams or the headquarters.

It is neither "Runaway" nor any of the "Myst" series of games.
Here are two new screenshots. Number 2 depicts more paperwork using the same kind of 'invisible ink' (in order to avoid keyword matches in search engines). The third one shows, that sometimes you also take a break from the paperwork, e.g. for a feast.
