I misunderstood the first image as a 4-way splitscreen screenshot, and googled for split screen gamecube motorcycle game. Google helpfully gave a Speed Kings youtube video as the first video result before the text results.

It looks like one of the levels in Uncharted 2. Its a style of architecture that shows up in games from time to time though, so I am far from confidant.

The distortions are part of the sreenshot and they happen occasional during the game.
