  Well, you're an edge case, so you're going to have to do a little more work. Welcome to the brave new world.  
 I'm going to assume that you have some way of getting some money, and are either a legal resident or the child of a legal resident. If not, ignore this - there's nothing to be done. Find a credit union near where you live. Almost anywhere in the US, you should have a community bank or credit union within five minutes. Take a hundred bucks and open an account. You won't need a SSN to open the account as long as it's a basic savings account, if you have documentation showing that you are a legal resident. PayPal won't require a SSN to verify an account if you have a bank account (probably - quick Google search suggests that's still true), so since you 
*can't* get the SSN, you need to get the bank account.  
 Then buy games.  
 EDIT after reading Sachys' post, below: You could also go to a bank and buy a prepaid debit card, I suppose. Sachys makes a good point. I haven't used one but it seems that's a viable use case.
