A moderator can stick the first post so it will be visible in every page, and it was for a long time. But the effect disappears if the author of the post edits it, which sometimes cannot be helped. Zeo probably didn't want to bother the blues.

I believe this was covered in the other Community Giveaway (Non-GOG) thread and it was determined to be based on zeogold's time zone - thus UTC -8 November to mid-March and UTC -7 mid-March to November. :)
