Bah! I accidentally clicked the Steam button on my humble page for a game I already owned. So it now shows the Steam code, but I have not manually added the game via the Steam client. The gift icon has disappeared. Can I still gift that code by sending it to someone or is it tied to my Humble account now?

No worries! If you send that code to someone, they'll be able to activate it just fine.
The gift funcionality on Humble makes a little less sense, now that you can't activate the game directly from Humble and just reveal the key when you click to activate it, .
