From what I've heard from friend who played it more than I did, I was under impression that you can play as Right wing dictator similar to some other Latin American countries in 20th century, such as Chile or Argentina. And from what I've seen from Spiffing Brit's videos, that seems to indeed be the case.

karnak1: Speaking for myself I think the issue is that nowadays too many people (including game devs + publishers) worry too much about what the "vox populi" and the media have to say.
I know this all too well since - throughout most of my life - I've been called a "communist" by the rightists or a "fascist" by the leftists. Still, my opinions are my own. If one doesn't like them, they can go screw themselves. In the same way, I think all the people have the right to have their own opinions.

If the devs of this game are radical socialists, then good for them. I only care if the game is good or bad. If it's good, then I want to play it.
A similar situation happened when GOG wanted to sell Grimoire here and, regardless of the quality of the game, there were people complaining that it had no place on GOG because it was supposedly made by an alt-right fanatic.
Should we also ban every book and film made by soviet authors or supporters of fascist states? - But I digress...

My opinion: as long as the author is not a sociopathic murderer or a pedophile, if his/her work is good, I want to have the right to enjoy it.

The issue I have is what the game-maker has written on the game's page -- advocating violence against a class of people.

If that level of crassness is inherent in the game, then I do believe that this game should not be on GOG. If that level of crassness is not inherent in the game, then "cleaning up" the game's page would seem all that is needed.

Personally I have nothing against the phrasing, but you can try contacting GOG or the publisher directly and voice your concerns.

Grimoire did not advocate hurting any class of real people -- either on the game page or in-game.

Banning -- in the societal context -- is not the same as a storefront deciding to edit a game's page or deciding not to sell a product. Companies are allowed to decide what products align with their ideals or mission.

Personally I don't care whether you play a radical AntiFa agent in modern times (Tonight we riot), a Nazi in WW2 (Battlefield) or someone on a killing spree (Hatred) as long as the game-play is solid, it's all fictional anyway, I hope all of those games will arrive here uncensored eventually.

I just hope the DRM-free version will get all the functions and updates as the one in "the other place" for the same price.

Also: Is this game regionally priced or not?
With equality and anti-discrimination in mind that should be a given, right?

Does it have the Russian discount or does everyone have to pay the same?

You most likely get a Stalin Discount if your Russian. I agree with your sentiment just release it all and stop policing this shit but seeing how GOG themselves operate on a personal bias I doubt people would get an option and you'll get glorified leftist violence and censored right-wing opinions. GOG is all about double standards when it suits them.

BTW - how come that game with literally three votes on wishlist (I'm not kidding, in the moment I'm writing this post only wish with this game which was made long before GOG's release has 3 votes) and antagonizing* content was released, but such great gems, with much bigger amount of votes, as Warbanners ( 126 votes) were rejected?

So what? Perhaps they choose Castro because he was most recognizable or iconic Latin American dictator. Just because mascot dictator is pseudo-Castro doesn't mean he is the *only* way to play. I mean, iconic Astartes are Ultramarines, iconic Dovakhin is Nord Warrior, and iconic leader of Third Street Saints is that dude voiced by Troy Baker, that doesn't mean they are the only way to play.
