I can't be the only one who think selling soundtracks as DLC is really scummy, I mean why not just make it an extra?

It's fine by me, extra money for the person that made the soundtrack etc.
If it was an extra they'd just increase the base price.
Although it would be nice if every game included the soundtrack, unfortunately the publishers often like the idea of selling it more.
I wonder if the person that wrote the soundtrack actually gets anything, it's probably more likely they simply got a one time lump sum.

If I understand correctly, this not the game soundtrack as you might think. This is additional in-game soundtrack, released as flac/mp3.

Note that the original soundtrack is sold separately.

On topic, I feel it's a little too pricey, even for a music based game.

The way GOG does it, so you have to own the original game first is annoying for games I would never play, but still like the music.
As for soundtracks, I enjoy listening to them in the car as I drive. So companies selling them separately is something I can live with, although it is always nice to have them included in with the game.
Brazilian isn't a language... Just like American, Australian, and Canadian aren't...

They should be separately downloadable from your shelf, just as the other soundtrack DLC are. But, since you can
select songs from your own MP3 collection
to use in the game, you'll be able to play to them in-game, assuming these versions of these tracks aren't already present in-game (I'm not clear on this point, since I don't own Crypt).

Judging by the list of supported languages on the gamecard, the news post should have said "New languages: Brazilian Portuguese and Russian", but somebody got trigger-happy with the comma key. =)
