1. First off know I didn't mean to offend, but by that I mean they were more prone to violence against others(they didn't benefit from a structured set of laws and codes as we do, and lived more by instinct/impulse) then people now(mostly due to being conditioned to behave via societal structures/laws/moral codes/etc).

2. I find it hard to read such into some people's subtle expressions.....it's not one of my strongpoints, sadly.
I think it indicates she knows how to "get around".

The bad thing about this is they know such companies will comply with some or most of it to keep doing business there and if they do that there those companies will likely do it in all nations they do business in as well....and the ones drafting said laws likely know this and don't care or they want it to happen.
