Predominantly, it is because of lagging sales of
Disney Infinity. While the first game proved rather successful, they saw diminishing returns on the second and third entries. On top of that, the figurine sales have become quite stagnant, which costs the company a lot of money because they either have to sit on a bunch of stock for longer than they planned or cut their profits by discounting them.
At the end of the day, Disney is a film studio. Video game development isn't their main focus. Heck, it isn't even their secondary focus. I am very happy to hear that proper video game companies like Activision, Sega and Capcom will have the opportunity to make Disney/LucasFilm/Marvel games again.
