In that same vein too:
Korax' threatening messages in Hexen...
Greetings, mortal. Are you ready to die?...

Not the best voice acting in the world, but they just brought the right atmosphere.
Warcraft 3:
So predictable...I knew you would come...and I see, you've brought the mighty Hellscream!

Engerek01: Any voice acting done by Jennifer Hale.
Yes! Although after playing through the Mass Effect trilogy, I always just hear FemShep when she's voice-acting. XD

I also like Laura Bailey a lot (Saints Row, Tales from the Borderlands). Saints Row has awesome voiceovers in general.

And Borderlands 2 as well.

Ashly Burch in Life is Strange.

Of the older games, Discworld with Eric Idle comes to mind (but the other voice actors are great, too).

And the German version of Sam & Max Hit The Road was quite memorable, even more so since most German voice-acting in videogames was really bad at the times (Max has the same professional voice actress as Bart Simpson on German TV, so that was pretty special). IIRC, The Curse of Monkey Island in German was quite nice, too. Of course, the originals also have great voice overs and if you know them, the German translations don't quite compare anymore.

Metal Gear Solid (excellent cast overall)
Max Payne (most importantly Max, but also everyone else)
Alan Wake (all characters)
Diablo II (Deckard Cain)
Legacy of Kain/Soul Reaver (Kain)
Splinter Cell (Sam)
Brutal Legend (Dovilicus -- Tim Curry FTW)
Dragon Age: Origins (Morrigan)
The Witcher (Geralt)
Thief (Garett)
- Bioshock, Armin Shimmerman (Andrew Ryan). I think he played "Quark" in Star Trek: DS9 and Principle Snyder in Buffy, but he has a very recognizable voice and fit the part perfectly. T. Ryder Smith also played the "psycho-artist" Sander Cohen to perfection too.

- Deus Ex: Human Revolution, Super gruff-sounding Elias Toufexis (Adam Jensen) and Bruce Dinsmore (William Taggert). Both were imediately recognizable in "Contrast" too.

- Dragon Age Origins, Claudia Black, (Morrigan). She has a very distinctive deep, sultry voice as fans of Farscape / Stargate SG1 already knew. The game also had Kate Mulgrew, Tim Curry and Tim Russ as super-recognizable voices.

- Oblivion, Patrick Stewart & Sean Bean. Stewart only narrated during the intro, but that set a great tone for the game.

- Thief. Steven Russell IS Garrett. Thief 4 doesn't exist. Nothing left to say...

^This:)
The laughs in Portal and Portal 2, as well as in Giants Citizen Kabuto, the dread in System Shock 2 (and System Shock 1? haven't played it) and Penumbra Black Plague, the emotion in Sands of Time and the humour in Nolf, are mostly due to the voices qualities.

And then there's the indie games that are mostly narration. The Stanley Parable, Get Over It... Thomas Was Alone (from what I've heard about it)...

The Blackwell saga may deserve a mention too.

Also... you won't deny that the Resident Evil voices are amongst the most memorable. They are unquestionably notorious and unforgettable.

You're frellin' right!
This delightful fellow from Fallout 2.

I also agree that Armin Shimerman's voice acting is one of the highlights of Bioshock.
Dragon Age Origins is pretty good; at least better than what I'm used to.
I can see you all have strong memories, but any specific lines that stick? Certain script deliveries that send a shiver down your spine? Phrases that you find yourself using IRL? A certain game cinematic made epic by the voice acting? Please if you can, elaborate.

One-liners for instance are a great way of giving examples.

Oh, you meant one-liners or specific phrases and words that stuck out, rather than the overall voice acting (or a character's voice acting) in a game?

In that case...
"Fire in the hole"- From Counter-Strike, probably drummed into my head through repetition
"Be happy to!"- the peons in Warcraft
"EA Sports, it's in the game"

They're not always memorable due to the voice actors themselves, but some one-liners have certainly stuck over the years:-

"Would you kindly..." - Bioshock

"I feel like I could... like I could... like I could... TAKE ON THE WORLD!!" - Day Of The Tentacle

"I SPEEL MY DRINK!" - Deus Ex

"Stay awhile and listen" - Diablo 2

"But I am an old man, and my balls are saggy!" - Giants: Citizens Kabuto

"Stand up. There you go. You were dreaming. What's your name?" - Morrowind

"You look like you need a monkey" - No One Lives Forever

"I used to be an adventurer like you, then I took an arrow to the knee." - Skyrim

"Make yourself comfortable. Before long I will decorate my home with your carcass..." - System Shock 2

"This situation does have one advantage. Things can't get any worse..." - Thief 2

Why not both? If the voice-acting has a specific line(s) that sticks, that is the golden memory is it not?
For some games, one-liners were pretty much the only voices in the game. But if it was delivered in a way that felt good to you and stuck in your memory...that's the core of the memory. And good voice acting as a whole in a game is fine to mention, but was there anything...more. Something that stands out?

For example, Patrick Stewart's voice in Oblivion was great as a whole, applause all round, but the one line that stuck was that moment he spots you in the jail and says:
"You ... I've seen you... Let me see your face... You are the one from my dreams... Then the stars were right, and this is the day. Gods give me strength."
Golden Moment.

Hey, I'm happy with whatever you're comfortable sharing. Keep up the memories!
"I know you, Raziel. You are worthy."

Actually, the whole series is memorable.
