Are you using windows 7?

Galaxy 2.0 isn't supporting windows 7 as far as I know.

Use the full installer instead of the web installer: setup_galaxy_2.0.71.2.exe

They really should just provide an actual link to the offline installer on the website, in case the web one craps up, which is often does.
