Basically, you go to Bioware's website for the game and buy it there. Have to use their store, unless you wait for the Ultimate Edition.
I have no idea if you can (easily) buy it from in-game. By the time the premium DLC started coming out, I had started making a new Shepard in MEPC (still working on that :p).

IIRC using the link in-game opens up your browser to http://social.bioware.com/page/me2-dlc where you can select the DLC you want. It'll take you through the process of buying Bioware points. You then download and install the DLC from outside the game.

It's not that difficult to do, but paying in Bioware points can be annoying. Why they couldn't just attach a price to each item instead points... well, I guess they like the model in which you end up with some points left over >_<

In the case of someone in Japan, all you needed to do was have someone in the US buy and email the key. Then activate via a US based VPN. So for those outside the US, as the key registers as "Mafia 2 Amazon Retail" you may or may not need a US VPN to add the key to Steam.

That depends on whether Valve are just applying that IP block to us or not U_U

It can be a bit annoying but at least you can buy exactly the point amount you need rather than the set denominations available on the Wii and 360 which means you always seem to have points left over.

Yes and it is seriously quick too. And there is no silliness like with Xbox Live with restrictions, your money is as good as anyone's else's's's.
Far better IMO than anything else.

Only problem is if you buy dirt cheap stuff (like 1 or 2 dollars). It has a minimum transfer size, so you still get a bit left over.

I bought the Ultimate package for 13,5€ at the Christmas EA Store sale. I never would have bought the DLC one by one.

Only Washington state (according to Steam). IIRC, Washington has no state income tax (high property/sales tax instead?)

Theoretically, you should pay a 'use' tax on items you buy on-line, but each state varies as to whether that applies to digital goods.

edit: [clarity] There is not a national sales tax (yet), unless the chain itself is national (WalMart, Sears, et al). Rumor has it that big retailers can demand tax 'incentives' from locations - basically collecting the tax, and only returning a portion of it to the state/county/city, or none at all.
