If you haven't the base game you can't access it.

It seems it's cheaper to buy the base game on Steam (and the soundtrack is in the game files in .ogg format, unless they changed something.)

I dunno how it is with DRM Free copies, but the soundtrack is on my Steam version right there on the game's folder. I don't own the soundtrack itself on Steam. It's just... there.
