Just because SecuROM is used, it does not necessarily mean there are activation limits. However, as trusteft said, even when there are activation limits, GamersGate simply ignore them (this is why such limits are never posted on the product page). If you do run out of activations, simply contact GamersGate support and they will issue you with more.

I'm not on a rush to get these games... so I'll wait to see if GOG get them OR I'll buy them on a steam bundle (if steam ever do one).

I got it. If you like the first game, you'll like it. It's pretty much the same with a few more options (i.e. four kinds of flags instead of three), or maybe I don't remember the first part well enough.
Too bad the addon would be so expensive :-(
Edit: My apologies, it is four kinds, not five. The new one is a Fear Flag which I didn't use so far so I have no idea what it does (maybe prevent people from going somewhere?). The difficulty again is quite high in Majesty 2, and it plays much like Majesty 1 so far - which is not bad!
