My dvd copy of, say Warband, needs Steam to run too. But I downloaded it from the developer's site and can play it without Steam.
I don't know what shanigan is happening with Borderlands but I vaugely remember it going Steamworks after a patch or a dlc.

(BTW I bought it from Steam directly as part of a four pack with others, not from another site......clarifying here.)
When you buy a game from Steam, you will need Steam to run it; no surprises there.
Steamworks means the game will require Steam regardless of where you bought it; retail copy or another digital distributor.
