Please wait a minute and try again or contact support for assistance." *sigh* It's like early this summer, when I tried to register a steam account, it would just give me errors for no reason and I missed the deal I wanted to get. I could register a few weeks later... Fine job you are doing Mr. Steam. :P
Check your steam game list, I had that error too but I checked paypal and the money had come out so I double checked steam and it was in the library. If your still having issues and the money hasnt left your account drop me a PM with your email address (Im not at home much today so cant really sign in properly) and ill see if I can gift it to you if its still on offer.

It won't let me far enough to make any kind of transaction. That message comes right after trying to choose the payment method and press continue. :/ I will PM you, thats very kind of you, I can gift you something in return on here or Steam in the future. :)

That tends to happen if Steam detects a proxy.

Is Tales of Valor expansion worth it for singleplayer? As I understand it it's multiplayer focuesd expansion, right?

Yes it's mainly multiplayer and not really worth it for single player. You are better of with just CoH and OF unless you are completionist.

Kabuto: Anyone have a space channel 5 part 2 savegame with all the levels unlocked?

The game is fun but oh so very hard. Level two just seems to go on forever. Thought I finally had it beat and I have to face another part of the boss and lost.
There was a trick in the steam forums that made the game play alone and pass all the levels. You could check it, left the game playing a few hours, and then you should have access to all the levels.

Ralackk: Have you played red dead redemption and if so how do they compare?
RDR is a better game in most ways. but in lacks something compared with GUN, maybe its the quaintness IDK.

Look at it this way RDR at the end I had to kinda push myself to complete where as GUN was a natural progression, and for that reason it kept me interested.
