Impulse has Supreme Commander Gold for $6.79, I guess this is the lowest ever, at least on Impulse itself. Get it, especially if you liked Total Annihilation back in the day.
GamersGate has Wordshift dirt cheap, $1.99 for a good RTS.
And today Steam started a 5 day Paradox sale, beginning with Cities in Motion for $4.99, collection for $9.99... next days it will have Magicka, King Arthur, and others as a daily. Paradox Complete Pack for $99.99, with 90 items.

Warning about buying Paradox expansions on Steam.
I don't know if they do this for HOI or any others, but with EU3 this is how it works. When you buy an expansion on Steam, Steam treats it as a rewrite to the base game rather then an expansion. What that means is once you have an expansion you can never ever revert to a prior expansion.
So if you are a EU3 player who likes the game at Heir to the Throne like I did, and you buy Divine Wind, you are permanently locked on Divine Wind. Even if you hate it like I do.
I'd buy Paradox collections elsewhere. I think only Steam does this.

1. Russian games are usually Russian language only so as to avoid people exploiting the cheaper games they have there. This is true of Steam also. If a Russian gifts you Dead Island, they gift you the Russian language version. Steam being Steam - this means you'll never be able to get an English (or Spanish or whatever) language version (legally). Thanks :)
2. Gifting across regions is problematic on Steam, even taking the above into account. You might want to enquire further.

Also, I think it would be weird for every game to be translated to Russian.
In any case, I don't think there would be any problems.

Pheace: A lot of the games actually seem to be multi language for Russians, although there's some localized versions yes, so you need to make sure to check per game. It's one of the worries Russians have with the new Rubel change, that there might be more Russian language only versions incoming, most of them don't want that either.
When Steam adds a new currency it doesn't do so for the benefit of those in that region. I'm sure we're both fully aware of that much already. There's a difference between buying through a VPN and gifting. With gifting you won't be masking the fact that it's being gifted across regions. Like I said, that can cause complications in some cases. It might be fine, but I recommend being as sure as you can be before laying down any money.
If you decide to go the VPN route then don't do anything to attract attention to the fact that it was bought through a VPN. You got it on holiday, right? :)

And reading some posts concerning this issue, some guy posted that a Steam employee already stated that there's no problem with region-locking in gifted games.

I send quite a lot of gifts to my friends in Euro zone so I asked Steam support if there's any problem with gifting from a different region and they've said it's ok (still got that email).
Almost all games are available in other languages as well. I've tested gifting today with MTG2012 and got it in English.
Also, you really can't be responsible for receiving a gift from a friend, can you? ;)
