To answer your question, I am highly sensitive to noise, and this game made my pc run loudly (my pc always ran loudly until it died so this is not abnormal for a gfx intensive game to do this).
I did not even notice my fan revving at hair dryer level decibels. I played through the game over a weekend spacing it out and savoring it. It doesn't have much replayability other than for achievements, but for $5 it is an incredible steal. Insta-buy if I had to buy it again.
The only issue is it's incredibly linear. If you can deal with that I doubt your pc will ever get as loud as my old one did, so I recommend it with 4 outta 5 stars. Also, the guns will at first seem extremely weak. Given the nature of what and who you are fighting, it makes sense about an hour or so into the game.
Final issue: the campaign is relatively short, I think around 8 hours, which is actually long for a fps. Take it for what it is. If your pc can run it, I say get it. Worst case is you play it for an hour and don't want to move on, in which case you're out the cost for a burger at most major fast food chains.
