But i bought Fallout NW from GameStop ( US version ) , and Steam accepted my key . ( I live in Hungary , Europe ) .

Only a few steamworks games have such locks. Civilization V is one of them, and Deus Ex has been confirmed to have some sort of region lock, though the extent of it isn't well known.

To answer your question, I am highly sensitive to noise, and this game made my pc run loudly (my pc always ran loudly until it died so this is not abnormal for a gfx intensive game to do this).

I did not even notice my fan revving at hair dryer level decibels. I played through the game over a weekend spacing it out and savoring it. It doesn't have much replayability other than for achievements, but for $5 it is an incredible steal. Insta-buy if I had to buy it again.

The only issue is it's incredibly linear. If you can deal with that I doubt your pc will ever get as loud as my old one did, so I recommend it with 4 outta 5 stars. Also, the guns will at first seem extremely weak. Given the nature of what and who you are fighting, it makes sense about an hour or so into the game.

Final issue: the campaign is relatively short, I think around 8 hours, which is actually long for a fps. Take it for what it is. If your pc can run it, I say get it. Worst case is you play it for an hour and don't want to move on, in which case you're out the cost for a burger at most major fast food chains.

Would I be able to run Metro 2033? If so, how well? I checked the requirements for the game and I think I should be able to, but I'd like the opinion of someone more knowledgeable.
I'd say you should be able to run it on low or medium, from what I remember. Either way, I think it should work. I'm a bit concerned about the gfx card but IIRC it should give you no problems.
For the record, I tried running Metro 2033 on a GeForce 8400 GS.

It ran. With the lowest graphics settings possible. At two frames per second, with no frameskipping.

And it almost burned up my computer. :p

What? I have an sucky brand new intel HD 3000 graphics and it´s playable with 25FPS in lowest shader quality on 1280x800.
I though the GF8000 series was better.

I am not too far into the game but this is serious! So far I don´t feel cheated for my $34. But it looks like you don´t have the wonderful possibility to screw up scripted events like the original. But if want a really superb game GO FOR IT.

The 8400 is way too old, and is the low end of that series. There's a huge difference between an 8400 and an 8800 (which is probably still better than your card).

Sadly 99.99% of these games are HOGs .And lots of them don't support widescreen resolution . ( in my case 1920x1080 )
I can only recommend Phantasmat Collector's Edition, but i bought it from the developer's website .
