According to the game page the only difference between the CE and the regular edition is that the former includes a visual novel. They even cost the same without counting the discount.

Using a refer-a-friend coupon you get it for $10.63. I know I'm gonna be sorry for not waiting for the GOTY edition but I think I'll just buy it now.

I think the coupon are only usable in the american store, ib the Uk store doesn't seem to be valid.

I was going to wait but at $10 I figure why not. It'll probably be another year at least before you see the GOTY edition dip to $20 or lower and, quite frankly, I was disappointed with most of the FO3 DLC. I'm sure the New Vegas DLC will be hit and miss, too. If any are good I can just wait for sales on those.

It's a good deal, I doubt the game will get much cheaper than that anytime in the next couple of years. Hell, cheapest I've seen the FO3 GOTY is like $15-20 and that's only a bargain assuming you actually like Operation Anchorage and Mothership Zeta (which I personally found horrible).

At first I thought it could be an attempted scam, i.e. the box would contain Fallout 1, but if it's sealed it can't. Unless they've resealed it...
