Not anymore. I asked them on Twitter why SSF4 didn't have the 10% off pre-order price and they said that was for a limited time. Oddly, Witcher 2 still is 10% off at this moment but no other games.
I could swear that the 10% off for pre-orders was advertised as a site feature that would become the norm for D2D but it seems I was mistaken.
Well, maybe it the coupon will stack up with the referral codes that you can find on the net. Here is mine if anybody wants to check it:

I found a picture of the ad through a google image search and it indeed said Hurry limited time offer!.

As for stacking, I just gave it a shot and whatever coupon you enter next just replaces the previous promo code enetered.
