I worked with Fran in the past (when I helped with the German localization of Ghost 2.0 and UnMetal) and he is not the kind of guy who would leave GOG standing in the rain. I am sure this is just an oversight. I will contact him as well.

According to fran the update is just about Steam workshop maps. I told him that in his changelog he mentioned balance changes as well ... waiting for a reply.

I told him the same. My exact words were:

"This might have been the main focus but according to your changenotes there's more."

Then I posted the rest of the changelog. He did not reply anymore after this, so I can't say if he's planning to update these or not.
Turok 1 got a big steam update that I don't see on GOG yet.

You are not alone ... and since GOG will never enforce the contractual obligation for timely updates they will probably stay unupdated forever. Yay.

Actually I have at least one game (Edge of Eternity) that will never be updated at all and the devs who claimed that they don't have enough resources instead developed the successor in the meantime. If you look up "crappy behaviour" in the disctionary I am sure they are listed here.

The most recent review for The Witch of Fern Island says 'no DLC for us'. Comparing GOG's catalogue page with Steam's, this seems to be about the following:

WWP and SWP are basically cosmetic, but in a life sim decking out your house is part of the appeal.

This post in the release thread also asked about apparently missing language support. GOG's page lists only English and Polish; Steam's also lists French and German.
