Yes. If someone who is at L-1 doesn't manage to vote before the end of the first phase, it's his own damn fault and he deserves the self-lynch! ;-)
So no, votes are not reset when the phases change. Just try to be active and vote someone (or no-lynch) before the decision bell strikes.

Only the parity cop gets a N0 action (investigate someone). The others don't get to do anything before the game starts.

Vengeful typically means they get to take someone out with them if they get lynched. In some cases that may be whoever hammers, or they may get to pick someone on the wagon, or they may get free reign to target any living player.

Vanilla cop tells if a player has a PR or is vanilla. Pretty straightforward unless godfather role is in the game. It's almost always a scum role, and tells them who is a PR (or not), but not WHICH role [Edit - though much more powerful in a game with few town/neutral PRs, 3 of 4 they'd have reason to prioritize killing].

Parity cop compares two players, so say you are neutral survivor, zfr and agent are VT, and mud is mafia.
If the parity cop spent N0-N3 copping you, then mud (N1), then zfr (N2), then agent, they'd get the following reads: different, different, different, same.

If mud were lynched D3 and flipped mafia, they could then deduce that all 3 of the others were not mafia, though couldn't tell if you were town or neutral. Likewise, if you flipped neutral before any of the others, they would have some info about zfr/agent being teamed (but not whether maf or town) and that mud was whichever those two weren't, but would only definitively know none of the 3 of you were neutral.

Oh. Yes, they do. :-)

But bler basically already answered and the exact rules for the roles will be in the opening posts of the game.
I should say that I don't _currently_ have internet at my apartment. That will be changing soon, but for now I'll probably only be on during normal working hours.
