My simple solution: go ahead with this change, and offer a full refund to all the affected people (who according to the metrics are playing it on a machine which can't handle 64bit and DX11). After all, he said only a very small percentage are affected, so it shouldn't be so hard to compensate to all of them.
When I read the original message, I first thought this was about "sorry we will leave Win32 behind, and go to Windows Store/UWP instead". Luckily it was not, that would have caused a true shitstorm in my head even though I don't even have the game.
I know games can't be held back forever because some folk won't upgrade or can't afford to, Then again, it doesn't stop devs from holding back pc games by making them as dodgy as console ones :p
