PixelBoy: Here's a very good video about it, and to me (a person who hasn't played the game) this seems to be the most informative review about the game:

"It is too oldskool to use minimaps instead of arrows on the roads to guide the player"
"The minimaps don't zoom in and out based on how fast you drive." (yeah I guess that must be near impossible to implement without reprogramming the whole game from a scratch)
"You don't have a garage for your purchased cars"
"Some of the outfits are stupid"
"Your character can't go to a barber shop to get a haircut"
"You can't customize your home in the game"
etc.
I guess a flaw is where you find it.
Watch the "Hard to Fix Stuff" part of his video. It's a series of very good observations and commentary.
The things you listed there are more his personal preferences about some things, and some of them too are quite good, although I really don't know what the guy has against minimaps.
If you checked the video description, he clearly had divided the video into several segments to separate bigger issues from other stuff, and none of the things you mentioned there are in that "Hard to Fix Stuff" part, which is the most important part of the video.

No, it's perfect length.
It's enough to cover several aspects and issues, like said above, you can skip some segments and watch only some if you are really that pressed with time.
If a game review video is less than 15 minutes long, personally I don't even bother to watch it usually, as it's clearly not going deep enough into the subject.
