Just a shot in the dark:
You have installed the client, and/or the games, into system folders like Program Files?
If that is the reason, not sure if you'd better uninstall and reinstall Galaxy to some other location, or run the Galaxy client as an administrator.
But as said, that is only a guess as I don't use Galaxy myself.

Last I heard, the overlay just doesn't work with cyberspunk.
