I received a briefcase from Mr. Moore in Vault City to deliver to John Bishop in New Reno. I bring it to Mr. Bishop without incident, except he says that "there's a note inside that says you can't be trusted." Of course, at that point, he and his mooks turn hostile.

Bear in mind that I never opened the case between when I received the briefcase and when I delivered.
Also note that I haven't slept with his wife, if that would make any difference.

Am I missing something? Is there something? Is there some reason why he should be turning hostile? I've searched all over for answers, but I've come up empty. Shockingly, the Fallout wiki says nothing of Mr. Bishop turning hostile during completion of this quest nor does any other site I've come across.

The guy that gives you the mission (the dude with green shirt, that lives in Vault City, I can't remember his name) put a message inside the briefcase, if you demand a reward.
If you do the job for free, Bishop won't attack you.

Damn. I could have sworn that I didn't ask for a reward. Hell, I never ask for a reward.
However, since Fallout 2 is a perfect game with absolutely no flaws/bugs/etc, it stands to reason that I must have asked for a reward.

The Fallout wiki only mentioned that asking for payment would result in not getting a quest offer from Bishop. It said nothing of him turning hostile. For the benefit of others, I have since elaborated on that little tid bit in the wiki entry for the quest.

Thank you very much for the info!
