After giving a party member 80% of my cash so I could keep trading in loot for ammo and bottle caps, all of the vendors ceased to refresh their wares. I tried re-installing the game twice, but that didn't work.

Any ideas? I know that I'm just guessing as to the cause, but I was just farming at the time, so I don't know what else could have caused it.
Fallout 1 or 2?
Any mods/patches installed (not counting the patch already aplied to GOG version)?
Maybe it's not a bug, maybe they don't keep refreshing their wares forever.

Edit: Just saw you mentioned bottlecaps, so Fallout 1.
Since I've Fallout installed here, lemme have a look at your save.
Upload the save folder somewhere.

Thanks for the prompt response, my good man/madam. I thought I'd be waiting weeks for a reply.

But to the point, it's Fallout 2. And It's the vanilla version, I bought it last year. I never thought of the possibility that the vendors might have a predetermined end date for refreshing their wares. Doesn't that seem somewhat arbitrary? Not saying you're wrong, but if you're correct, then the developers made a design decision that could easily be mistaken for a bug. I wasn't even done with the main quest line when it happened.

Also, where would I upload my save exactly?

EDIT: I can't find my save files for some reason, and I used the search function after not finding the save files in the programfiles/gog.com/fallout2 folder. The only folders there are data and sound. I've never had a problem finding my save before, but maybe they're not with the programfiles/gog.com/fallout2 folder or uninstall for some reason? Where else might they be?

What's funny is I found them in under a minute before when I made a copy so I could uninstall FO2 to see if that would fix my problem, but now I can't find them when I don't really need to. It's like the Room of Requirement, lol.

2ND EDIT: The game just ended at around August, 2254. I was travelling to Modoc and a drawing of the sun setting popped up with the words "the end", and then the screen faded to white, and finally settled at the main menu. Guess I'm forced to end this playthrough. Right when I wanted to start randomly butchering whole cities too. :(

What's the level cap btw? I made it to 51 before riding off into the sunset.
